Digest of Actions of the OAFP 2009 Congress of Members
The Oregon Academy of Family Physicians held its 62nd Annual Congress of
the Members at Sunriver, May 8 and 9, 2009; and took the following actions:
1. DETERMINED that a quorum was present to conduct the business of the
Congress.
2. In accordance with OAFP Bylaws, elections were conducted by mail
ballot of eligible voting members, and the following were DECLARED ELECTED:
President-Elect Ariel Smits, MD, Portland

3. ACCEPTED the report of the President, Kathy Bakke, MD, Klamath Falls, and COMMENDED Dr. Bakke for all her hard work this year;
4. ACCEPTED the report of the Treasurer, William Gillanders, MD,
Portland and COMMENDED Dr. Gillanders for his stewardship of Academy assets.
5. ACCEPTED the following informational reports:
The Report of the Commission on Internal Affairs (page 24, 25) and commended Glenn Rodriguez, MD, the Chair of the Commission.
The Reports of the Commission on External Affairs (pages 26-27) and commended Commission Co-Chairs Elizabeth Steiner, MD and Don Thieman.
The Report from the AAFP Delegates (page 28).
The Report of the OAFP Foundation (page 29).
The Report of the OAFP Political Action Committee (page 30).
The Report of the Nominating Committee (page 31).
6. Adopted SUBSTITUTE RESOLUTION #1
THEREFORE BE IT RESOLVED that the OAFP will make the education, research and advocacy for Patient-Centered Medical Home a top priority for the next five years;
AND BE IT FURTHER RESOLVED that the OAFP’s delegates to the AAFP introduce a Resolution making the education, research and advocacy for Patient-Centered Medical Home a top priority for the AAFP for the next five years;
7. Adopted SUBSTITUTE RESOLUTION #2
BE IT RESOLVED that the OAFP support single payer national health insurance as an effective strategy to achieve universal access,
AND BE IT FURTHER RESOLVED that the OAFP’s delegates to the AAFP Congress bring forth a resolution asking the AAFP to support single payer national health insurance as an effective strategy to achieve universal access.
8. Adopted SUBSTITUTE RESOLUTION #3
RESOLVED, THEREFORE BE IT RESOLVED that the OAFP continue to work with Senator Wyden and any other Oregon Legislators to create the best possible federal health care reform effort, including the necessity of primary care workforce provisions; and
BE IT FURTHER RESOLVED that the OAFP commend Senator Ron Wyden for his leadership in creating meaningful national healthcare reform.
9. Adopted SUBSTITUTE RESOLUTION #4
THEREFORE BE IT RESOLVED, that the OAFP delegates bring a resolution to the AAFP Congress asking that the AAFP eliminate all pharmaceutical industry logos on any materials distributed at AAFP conferences; the AAFP ban all pharmaceutical industry-sponsored gifts, food and CME activities in conference exhibit halls;
AND BE IT FURTHER RESOLVED, that the OAFP delegates bring a resolution to the AAFP Congress asking that the AAFP cease all collaboration with the pharmaceutical industry in satellite symposia, including provision of conference attendee addresses;.
AND BE IT FURTHER RESOLVED that the OAFP’s delegation to the AAFP bring a resolution to the AAFP Congress asking the AAFP Board to present to the 2010 AAFP Congress of Delegates a plan for the gradual elimination of all pharmaceutical industry funding of the AAFP over 5 years, except for revenue from exhibit hall fees and advertising in publications of the AAFP.
10. Adopted RESOLUTION #5
RESOLVED that this resolution of condolence be placed before the AAFP Congress of Delegates and
FURTHER RESOLVED that this resolution be conveyed to Dr. Wolfe’s children, Cheryl Wolfe, Joanne Wolfe, and David Wolfe.
11. Adopted RESOLUTION #6
BE IT RESOLVED that the OAFP support health care reform that includes significant provisions for:
- enhanced educational opportunities and incentives for students to enter primary care disciplines, especially family medicine
- opportunities for students to attain loan repayment in return for service to underserved communities,
- increased financial support for primary care residencies
- reform of the current GME system to promote and achieve an appropriate balance of primary care to specialty care residencies of at least 50%
BE IT FURTHER RESOLVED that the OAFP’s delegates to the AAFP Congress bring forth a resolution requesting the AAFP to support health care reform that includes significant provisions for:
1. enhanced educational opportunities and incentives for students to enter primary care disciplines, especially family medicine
2. opportunities for students to attain loan repayment in return for service to underserved communities,
3. increased financial support for primary care residencies
4. reform of the current GME system to promote and achieve an appropriate balance of primary care to specialty care residencies of at least 50%
